After 3 years of effort, I'm pausing my plans to build a house here

I’m putting my plans to build a house in Portugal / Azores on hold:
- overall no/low eagerness to work
- overall lack of attention to detail
- missed timelines are the norm
- poor communication and general lack of responsiveness
- default to externalize blame / blame-shift when mistakes pointed out
- no/low customer focused mentality; take it or leave it type egos

Spent 3 years designing house & fucking around trying to find a path; overall disappointing experience; tried several different combinations of multiple engineers & builders

Silver lining is learning how to design house and navigate process, engineering reqs, phases of development, etc for at some point in future; and owning land that should hopefully continue to appreciate

TLDR: high input / low output ratios, almost inverse feeling at times; political and socioeconomic environment isn't conducive to high growth imo, a general complacency toward deceleration, nobody in a hurry to change it (at least in the Azores, though from what I hear the mainland's similar)
